Shining of country or visions or development should not be limited to the 25-30% population rather it must be more focused on 70 % population of any country. In present perspective of environment conditions and depleting natural resources, any indexes which represent development should be more focused and based on sustainability and environment friendly technologies. Development in a literal sense means uniform progress in all sectors. But keeping an eye on the recent development projects, be it the construction of a dam and generation of energy, or conservation of protected areas, it seems that a small section of population benefits from these projects directly however in true sense these projects harm everyone in long term. Also development should not infringe on the safety and basic human rights of people who are living in the margins of the society.

    I agree with what you wrote in general. Judging from the little knowledge I have about this topic I think the Inequality-adjusted Human Development Index (IHDI) of the United Nations would be the closest estimate to the kind of development index you are proposing:

    Thanks Johannes for for informing me....Since politically motivated often quoting these kind of development indexes which they achieved during their tenure. I just more concern about Environment, poor and inhomogeneous people affected from these kinds of projects. Our vision must be like as i mention that we must focus on sustainability and environment friendly technologies.And need proper analysis while setting any kind of technologies in real ground. Some example are GM Crop and Industrial farming Versus Organic farming , Nuclear energy and utilization and optimization of energy and many more...........
